1　General Provisions

1.0.1　This code is formulated with a view to preventing or reducing the danger of lightning stroke at telecommunication bureaus（stations），ensuring the safety of the personnel and also ensuring the telecommunication equipment under safety and normal work conditions.

1.0.2　This code is applicable to the design of lightning protection and earthing engineering for construction，reconstruction and extension of telecommunication bureaus（stations）.

1.0.3　The lightning protection and earthing engineering of telecommunication bureaus（stations）shall be constructed based on common earthing，voltage-sharing equipotential and partitioned protection，and the installation position of SPD（Surge Protective Device）shall be planned reasonably according to the theory of electromagnetic compatibility and the principle of lightning protection zones.

1.0.4　The risk assessment on lightning stroke for the design of lightning protection and earthing engineering for telecommunication bureaus（stations）shall be based on field investigation data，geographical environment，annual thunderstorm days and types of the telecommunication bureaus（stations）.

1.0.5　SPDs selected for lightning over-voltage protection projects shall comply with technical requirements on telecommunication lightning protection products of the Ministry of Industry and Information Technology.

1.0.6　Only those qualified SPDs tested by a third party testing department accredited by the state must be selected for lightning over-voltage protection projects of telecommunication bureaus（stations）.

1.0.7　The annual thunderstorm days shall be determined according to data provided by the local meteorological departments of telecommunication bureaus（stations）or the provisions of Annex A and B in this code.

1.0.8　For the design of lightning protection and earthing engineering of telecommunication bureaus（stations），not only the requirements stipulated in this code but also those in the current relevant standards of the nation shall be complied with.
